Here's a little international adoption lesson

In order to enter PGN(the last step of the process) and have your file reviewed for approval, you must have what they call "pre-approval". We are currently waiting on our "PA" and it could take up to 7 weeks to get it(we're only a week into the wait). Some attorneys will submit paperwork without it in hopes that the file will be reviewed to see if there are any issues that need to be cleared up. Some attorneys won't b/c most of the time, the reviewer will see that it DOES NOT have PA and your file will be "kicked out" until the PA arrives. At that time, the attorney has to resubmit. The attorney in Guatemala that is handling our case WILL NOT submit our file to PGN without the pre-approval!! That means that the PGN people will NOT kick us out for not having the required pre-approval prior to submission. We might be kicked out for other things, but not that.

Same here - no PGN w/o PA. I'm ok with that. Hopefully our atty is getting our paperwork perfect. And, HOPEFULLY the Embassy will speed up for you! We are on day 50 of waiting. ARGH!
